NCLB 2009

August 11, 2009 -- Now in its seventh year, the federal No Child Left Behind Act recently reported 2009 results of Adequate Yearly Progress (AYP) for Minnesota schools. After five years of making AYP, last year a handful of Mounds View Public Schools students who represent at least one of nine demographic categories in seven schools did not meet increasingly demanding goals on one state-mandated test. This year's results for the District include:

* No new schools were added to Not Making AYP in 2009.
* Two schools came off the watch list by meeting the 2009 AYP targets: Pinewood Elementary School and Chippewa Middle School.
* Five traditional schools were identified as Not Making AYP: Bel Air Elementary School, Turtle Lake Elementary School, Valentine Hills Elementary School, Edgewood Middle School and Highview Middle School. Because Bel Air and Valentine Hills receive Title I funding, their families will receive more information in the mail about their school's "needs improvement" status. * The District as a whole missed some proficiency targets for the second year and received "needs improvement" status. All families will receive more information in the mail about this designation.

What does this mean? Inevitably Mounds View has become one of a growing number of high-performing school districts (including Edina, Hopkins, Minnetonka and Wayzata) that at some time has had a demographic group of students who did not meet the annually increasing proficiency target on one state test -- the reading or math Minnesota Comprehensive Assessment (MCA-II). This does not mean that the District itself or any of its schools are underperforming as a whole.
