How to apply

Non-resident students are welcome to apply for a limited number of opening for the 2006-07 school year. Non-resident agreements and open enrollment requests are the two options for non-residents.

Non-resident agreements
Students who do not live in the Mounds View District may apply for enrollment through a non-resident agreement. Typical reasons for a non-resident request include:

Recent move outside of District.

Daycare provider is within District.

Siblings already attend a District school.

Employee lives outside of the District.

Educational desire to attend Mounds View Public Schools.

Non-resident agreements are approved on a space-available basis and are continued dependent upon appropriate student behavior and attendance. The state does not impose a minimum or maximum number of non-resident agreements a school district can have.

Deadline
Applications are accepted year-round, however there is a priority consideration deadline of February 1 for 2006-2007 fall enrollment. Applicants will be notified on the status of their application by February 15. If enrollment is not approved, families can reapply for reconsideration after March 1.

Open enrollment
Open enrollment is a separate, state-mandated process that guarantees enrollment in a district through graduation for non-resident students unless they are at least 16-years-old and are habitually truant. Districts are required to follow one of two options:

Option 1 - Districts can open enroll the equivalent of one percent of the students in the grade requested (one for every 100 students).

Option 2 - Districts can open enroll a number of students equivalent to the number of students who are leaving that grade level at that school to accept open enrollment in another district.

If either of these options are zero, the school district is not required to accept any open enrollments at that grade level at that school. Mounds View Public Schools currently accepts the minimum number of open enrollments required by the state.

Deadline
Students must apply by January 15. Application status notifications are given by February 15. If open enrollment is approved, students must accept the offer by March 1. Families who apply for open enrollment are also sent an invitation to apply for a non-resident agreement.
